Reviewing its major moves in recent years reveals a steadily unfolding blueprint for strategic development, with a momentum-driven “Three-Step” plan already signaling its ambition to compete for an annual output value exceeding RMB 10 billion.

Phase Two involves an estimated investment of RMB 12 billion, with construction planned for approximately 1,454 mu (about 96.9 hectares) of land in the Linjiang area of Xijiu Town within the Economic Development Zone. At the signing ceremony, Chang Wensong—Deputy Director of the Standing Committee of the Zunyi Municipal People’s Congress and Secretary of the Xishui County Party Committee—expressed high expectations and strong praise for Guoshuai · Guixiandong, recognizing it as a key player in the county’s “2+3+N” baijiu industry framework. He urged relevant departments to fully support the project’s launch, create a favorable construction environment, and provide assistance in policies, infrastructure, and supporting services.

Phase Three – Riding the Momentum to Build Strong Walls and Aim for the Industry’s Top Tier

National policy support is fueling industry growth. In January this year, the State Council issued the Opinions on Supporting Guizhou in Charting a New Course for Western Development in the New Era, calling for full leverage of the Chishui River Basin’s advantages as the origin and core production area for sauce-aroma baijiu, and the construction of a nationally significant baijiu production base.

At the same time, entry into Xishui’s production zone is becoming increasingly exclusive. At the end of 2021, Xishui County rolled out targeted measures to regulate the development of the baijiu industry, including prohibiting the establishment of new small-scale workshops outside the designated sauce-aroma baijiu cluster area, and requiring that any newly introduced baijiu enterprise must have a minimum capacity of 10,000 tons to qualify for entry.
